Export as PDF, and open it in Photoshop
That would possibly not solve the problem with the cut text.
But there is a workaround. Force InDesign to outline all text when output to PDF, be it printing to PostScript/distill to PDF or export to PDF.

But make sure you are choosing PDF/X-1a when exporting to PDF:
I would tell your coworker that PDF is the best file for print, not TIFF or something else.
But if he insists in a silly workflow:
- Don't use print or Distiller to create a PDF from InDesign, use Export.
- When you have to open a PDF in Photoshop, use a version that will not flatten the transparency.
- I don't see any cause to convert outlines to text.
