Select Text box then go Text Frame Option>check on:Ignore Text Wrap
Yes, check that text wrap.
Also, are you certain the objects are on the same layer? The arrange commands will only work as designed if they are.
I've seen this before, (a few versions back...under Windows), with placed EPS graphics. Couldn't get same-layer native InDesign objects to come in front the EPS, (not always; just a few instances). Never found out why...just used layers to get the stacking order I wanted.
On any layer, master objects are behind objects onthe document page on that layer and any layers above. You may need to add a layer to move a master object in front of document page objects.
