What's the meaning of this message?

Hi, I have received a indesign file that gives me this message when I try to open it.

Can not open "name.indd" because it was saved with a newer version of Adobe InDesign (CS7.0).

You must use that version or later to open the file. To then enable it to be opened in this version, choose Save As InDesign CS4 or later, or export to IDML.

Does this message possible mean that it was created in Creative Cloud and has to be saved down in order to open the indesign file outside of creative cloud?
