Photoshop is a photo editor. A WMV is a video file.
However, the latest version of Photoshop, CS6, does include some video editing capabilities.

The only significant thing that you can do with video in Photoshop Elements Full Editor is to get freeze frames.
See Full Editor/File Menu/Import/Frame from Video.
But, what do you now have Photoshop, Photoshop Elements, other, or none?
I was unaware that you could make a video clip in Window Media Player. Do you mean that you made the video in something like Windows Live Movie Maker?
What type of changes do you want to make that you cannot do in the program that you used to create the video?
Do you have Windows Movie Maker?
