When photos show as offline, then the link between the program and the photos has been broken. This is most likely because you've disconnected the hard drive, camera or other device that the photos are on without copying them to your computer.
Where are the photos located?
Could you clarify your question?
What version of Premiere Elements do you have and on what computer operating system is it running? Is your inquiry related to a Photoshop Elements or Premiere Elements? I ask since you include "photo" in your question, "instavideo", and no mention of an Elements program.
I think that I am interpreting your question differently than SG. My first puzzlement in what I read was what was "instavideo"?
Google search seem to indicate that it was an App for a cell phone. So that led to my request for clarification.
Are you trying to add a computer saved photo to your instavideo for sharing purposes? By offline photo, are you referring to a Save As from Photoshop or Photoshop Elements, not an image export from Premiere Elements Publish+Share/Computer/Image?
In summary, this does not sound like a simple disconnect between Premiere Elements's project and its source media. Its sounds more like a request for a how to for getting your computer photos that were saved to hard drive into the cell phone App instavideo.
Please excuse if I have misinterpreted your question. Please respond to SG's questions first.

It also links to an article on "Where is file ____ ?" which can definitely come into play.
It will be interesting to see how HWD clarifies the question asked. At face value, I am not seeing this as a straight forward Premiere Elements media disconnect issue as you and SG have.
Looking forward to more information from HWD.
Instavideo is an ios / Android app for posting 15 second videos (a kind of video Twitter) from smartphones and tablets - I'm not sure what this has to do with Premiere Elements at all.

Thanks. Same feelings on the matter. Looking forward to more details from HWD.
