It just is applying the shadow effet (you can do that on text, just substitue box-shadow with text-shadow) with different sizes and different colors from light to darker.
can i animated it on mouseover for an image?

You can adjust the colors to match better - did not have time!
You can also change the number of shadows and the size (the blur effect depends on the size).
If you have any problem with certain browser, add the vendor prefix in the front like -moz for FF. and check the css property for that browser. Sometimes it is better to add all the prefixes to be sure.
For example IE would be different.
You can play with different generators to see the effects - easier to copy paste the code after you see the exact effect you want!
