Is the RED Rocket Card necessary to edit RED footage in Premiere CC? I downloaded some test clips (that I believe are straight from the camera) and it wasn't as smooth as DSLR video, but it was smooth enough that I could work with it at 1/8 resolution without interruption.
I have a client that wants to use a RED camera on a project and I just want to make sure I'm prepared for it.

No the Red Rocket card is not required but currently takes an enormous load off the CPU allowing more complex editing and playback realtime without rendering the timeline. I would recommend it if you have a consistent Red workflow. If not then you can likely do without. The project will just take longer.
For that video, would increasing ram to 32Gig benefit?
Also, for that video, is a RAID needed for data throughput?

Yes 32GB would be recommended and a Raid 0 would be ideal if an SSD drive is not an option. Those would help speed up the workflow some but not absolutely required.
