This is usually an indicator that your Windows operating system is not fully updated.
Go to Windows Update and restore hidden updates or, if on an older system, select the Custom option and install all of the non-critical updates. The Microsoft Framework updates are particularly important.
I have seen this Error 1935 installation problem online often and not just with Premiere Elements. Some examples:
Previous thread here with earlier version ended up with "time to contact Adobe".
In that context, I would suggest contacting Adobe Chat through the following link. When the link opens, then click on "I still need help." to get the Adobe Chat pop up.
