I have allocated 60-70% ram to Photoshop already, but when working with a 24mb tif file, Photoshop is slow.
When working with smaller (ex. 18mb) tif file, Photoshop runs fine.
In the Activity Monitor, the CPU usage of Photoshop rarely hits 100. So I think I have enough ram.
I have a 27" imac,
• 2.9GHz 2.9GHz quad-core Intel Core i5 processor (Turbo Boost up to 3.6GHz) with 6MB L3 cache,
• 1TB (7200-rpm) hard drive
• NVIDIA GeForce GTX 660M graphics processor with 512MB of GDDR5 memory

I don't know why your machine is slow, but CPU usage has nothing to do with RAM.
