I am getting a 502 Bad Gateway error with their Web site too (two different browsers).
A couple of possibilities:
In the US, a three-day weekend holiday - Labor Day, and a server crashed
Maintenance is being done
Denial of Service attack
Node in the Internet out of sync
As I just got a notice that they were having a Labor Day sale, I would not think that they would have chosen to do maintenance, but stranger things have happened. I would speculate that it is some other issue.

In PrE, one is not relegated to use SmartSound exclusively. Many other music files can be Imported into PrE, and then used on the Timeline. SmartSound is a unique music program, with unique music files, and is included in PrE, but other music works just fine too.
I would caution against using MP3 music files, as some just do not work well. If I am using such source files, I will almost always convert those to PCM/WAV @ 48KHz 16-bit, and then Import those converted WAV files into Premiere.
Some other music file formats can be a bit problematic too.
