Windows recorded videos might be editable with Windows MovieMaker. I don't know for sure. But theyr'e not likely to be editable at all with Premiere Elements.
From what I have read and until proven otherwise, you will need to convert those .wtv files into another format that is compatible with Premiere Elements.
A Google search brought up the following (not sure if it is just a free tryout download or free software) for converting .wtv files for what seems like your purpose..
But, I am not sure what video and audio compression are offered in association with the wrapper formats (file extensions) of .avi and the like.
I have never dealt with wtv files and their conversion to another format.

I follow the guide to convert WTV to AVI. However, the conversion speed is so slow and the output quality is poor. I have to search to find another solutions.
After a little bit of digging around turned up a guide which aims to help us to convert WTV files to MP4, AVI, WMV, MOV, etc. It really works for me and both the output quality and the conversion speed are great.
Your suggested converter's web page says free download. Please clarify if the software itself is really free or whether it is only a tryout version for download that is free.
