Maybe its not connected to the internet or you haven paid the electricity bill.

I'll try this later - now I'm in the middle of a PP CS6 upgrade.
When you click Download or Try, Adobe Application Manager launches. But it does not auto-update to the Creative Cloud app for desktop.
1. Remove or disable the AAMDetect plug-in from your browser or computer.
2. Download Creative Cloud app for desktop.
3. Run the downloaded CreativeCloudSet-Up file.
