In my home office I have 2 laptops and one desktop. 2 use XP and 1 uses Vista.  I had Chrome on all three but could not get the flash player to install nor work on any of them.  Then on
desktop, I returned to Mozilla and can't even get it to work on that either for Mozilla or  Chrome.
What in the world am I doing wrong"?

Chrome comes with Flash Player preinstalled; you don't need to install it.

By Mozilla you mean Firefox?  Make sure that the plugin is enabled (in Chrome as well).

If that does not solve your problem, describe exactly what "not work" means.
