What computer operating system are you using with Premiere Elements 11? Is your Premiere Elements 11 installed successful? Is the issue that once installed, you cannot launch the program from the desktop icon?

I am assuming that you have gone through the typical drills of latest version of QuickTime installed and running program under Run As Administrator or from User Account with Administrative Privileges.
