When you say Photoshop Elements, I assume you mean you're using the Slideshow Creator in the Elements Organizer.
I'm also assuming you used the Edit in Premiere Elements output to port the slideshow to Premiere Elements.
If so, what are your Premiere Elements project settings, as listed under the Edit menu?
Does Premiere Elements show your slideshow filling the video frame when you play your timeline?
Yes, I used "edit in Premiere elements" when I outputted to Premiere.
Fame size: 1920 horiz and 1080 vertical
Title safe area: 20
Action safe area: 10
Other settings are default and not changeable.
Then that is your problem. You are working on a 720x480 slideshow in a 1920x1080 project.
Start a new project (since you can't change project settings midway through) by going to File/New/Project. On the New Project option panel, click the Settings button and then select the setting template for DV Standard Definition (720x480).
Then go back to the Organizer Slideshow Creator and select Edit in Premiere Elements. This will send your slideshow to the Premiere Elements timeline and you can output your DVD from there.
