What is your exact brand/model graphics adapter (ATI or nVidia or ???)
What is your exact graphics adapter driver version?
Have you gone to the vendor web site to check for a newer driver?

Which version of the program are you using?
Under the Edit menu, what are your Project Settings?
What operating system are you running? Have you ensured that you have the latest version of Quicktime, per the program's requirements?

1. What version of Premiere Elements are you using and on what computer operating system it it running?
2. If this video is coming from an iPad, can we assume that it is "1080p"? What are the properties of this video...1920 x 1080 @ 30 progressive frames per second or something else? How are you importing the video into Premiere Elements (whichever version that you are using)? What is the video compression audio compression used for this video? What is the file extension?
3. Can you import videos from other sources into Premiere Elements without encountering these green video?
4. Do you have the latest version of QuickTime installed on your computer with Premiere Elements and are you operating Premiere Elements Run As Administrator or from a User Account with Administrative Privileges?
