GeoBear Sep 16, 2013 8:30 PM (in response to JJMack)Yes, I clicked Frame Animation Mode, but that's as far as I can get. It doesn't work the same as my older version of Photoshop. The only buttons that appear to function on the left side of the palette are "Split at playhead" and "Select a transition," and they actually don't do anything.
The tutorials tell me to click the down arrow on the right side of the palette and choose "Make Frames from Layers," but that choice isn't listed. The choices that are listed include "Loop Playback" and "Allow Frame Skipping."
I've tried several tutorials and have experimented with just about every button and arrow I can find, but I can't get any farther than the image you posted.

JJMack Sep 17, 2013 5:45 AM (in response to GeoBear)You first need to create a frame animation timeline. The first image I posted click on create frame animation then do 1, 2 in second image I posted and your layer will be frames.

GeoBear Sep 17, 2013 6:24 AM (in response to JJMack)Now I get it. I missed the part where you wrote "Click on create Animation." I thought toggling between Video Timeline and Frame Animation automatically enabled one or the other.
