I had the same problem following the Premium Pro update to this newer version. After a long session with an Adobe tech, it was determined that my Graphics Card driver needed updating. (I have an AMD 6700 series adapter.) The website of your Graphic Card manufacturer should have a link to examine the status of the driver installed on your machine.
Anyway, after upgrading the driver, everything worked as expected with PP.

What is the Graphics Card installed on the system ?
How much Ram do you have ?
Do you use any external Hard Drive ?
Are you using security software e.g. Norton, etc
if windows, Please check if you have windows defender turned on ?
