Ray traced sample rate is low. That's all there is to it. Is your GPU compabitle? Are you planning to bend the layer. If the answer is no then turn off Ray-Traced rendering.
Ok and one more question, when I press f4, I do not see Track Matte tabs for my "Citadel Pic" layer like the other picture has. How do I get those Track Matte tabs like in the other picture?
I do not know how to tell if my GPU is compatible or not and I am not planning to bend the layer. I am trying to follow this tutorial right here.

Your composition is using the ray-traced 3D renderer. The one in the tutorial is using the Clased 3D renderer. The latter has track mattes; the former doesn't.
Because you are so new to After Effects, I strongly recommend that you not begin with complex 3D tutorials but instead start here to learn After Effects: http://adobe.ly/bjBT3P . Doing so will prevent a lot of frustration.
