Can't install Flash player

I have tried about 20 times to download and install flash player.  Everytime it  says a newer version is already installed.  When i go to trouble shooting it says to remove it, problem is when i go to the control panel I don't have adobe flash play listed so i can't uninstall it.  When i go to manage add ons i do not have shock wave listed so i can't enable it.  And when on adobe site and click the button to see which version of flash i am running it says i have so flash player at all.  So why then when I try to install flash player does it stop the download and tell me I have a newer version installed,  if everywhere else it says it is not? I am running Windows 7, using IE 10 as the browser.

Look at the post farther down in this chain.  The one about

Flash Download from Adobe site says it's not most current and will not continue the install.

That works and solved my problem. I am not sure where the credit goes, but it solved my problem.
