On Windows 7 64 bit, splash screens for Premiere Elements 11 and 9.0/9.0.1 are showing the promo for version 12. This can easily be avoided by setting up a desktop icon target for the Adobe Premiere Elements.exe to bypass the splash screen (aka Welcome Screen).
For reasons unknown, the 12 promo is not showing up in Premiere Elements 10, 8.0/8.0.1, 7, and 4 anywhere.

Interesting.
I do not mind the ad, as I only see if momentarily, before Opening one of my test Projects. I had just never noticed it before this AM.

So far the Premiere Elements 12 Help PDF is tracing back to 11 and not 12.
So, let us hope that what you observed is a sign that the 12 documents will be showing up instead of those for 11, especially when the link says 12.

Interesting.
Similar happened with PrPro CS 6. The Help file was CS 5.5 for quite a bit. Seems that similar happened with Ps CS 6 too.
Hope that the Adobe writers are on this, and the correct version's Help files will soon be updated. In the meantime, we have Steve Grisetti's book, and your early observations, to guide us. Just found that I had a credit with Amazon, so ordered my "boxed set" with both Elements programs. Should be here next week.

GOOD NEWS.
Apparently, version 12 Help PDFs are available with 12 information.
Since version 12 is very similar to 11, much of version 11 information will apply to 12, except for a few new features.
