Adobe delivers all downloads and creative cloud products across Europe from The Republic of Ireland where VAT is charged at 23%

Note: Ireland raised VAT by 2% to 23% from 1 January 2012.
Because ESD and support are classed as services, the rate of the country where Adobe is registered (Ireland) is applied to them. The Irish VAT rate of 23% is applied. where the customer is in the EU and can't provide a valid VAT number.

New EU distance selling rules come into force in 2015. Companies selling into the UK from Ireland, for example, will be accountable for UK VAT on sales to UK consumers (i.e. those not registered themselves for VAT) and I’m sure Adobe will be preparing for this change.
