Premiere doesn't do scene cut detection. But the Davinci Resolve does that for a living. So you can download Resolve 9 Lite, do this:
Export an XML (FCP7 XML), drag that into Premiere. Done.
Premiere's job is to make cuts. The scene cut detection is traditionally used by colorists to break up the edited show on tape for color grading. Hence the difference. If you would like scene cut detection in Premiere, you can make a feature request.
Premiere does not do optical split scenes as Avid Studio does.
Premiere lets you deside where the cuts are going to be made (subclips).
