Could I somehow attach some form of a section marker (better even if together with a predesigned text frame or page master) to a specific text style?
The main reason is because the layout content is not final and additional elements will be added, thus page location/numbers will change. Among other things, I need to have footnote numbering to restart at 1 at each new section.

As far as I know you can't anchor a section start to the text -- it's a page property. That said, if each "section" is a self-contained story you don't need the sections to restart footnote numbering they'll reset with each story automatically. Likewise, if you are using Smart Text Reflow, it can be set to add the pages at the end of each story. If you need stories to start on a left or right page, you can set that as a Keep Option as part of the paragrasph style you assign to the first paragraph in the story.
Yes I thought so. So the key then is NOT to have everything in 1 textflow.
