Another method of "highlighting and object/subject," can be found here: http://forums.adobe.com/message/3199543#3199543
Now, in the Titler (the Title editor), Shapes (the Line is but one), one makes changes with Styles, which are demonstrated with Text (the most common usage), but can be applied to Shapes, as well. Personally, I find this method to be, well, a bit kludgey, and not 100% intuitive. That is why I linked to the above articles.
Also, for intricate Shapes, I find that Photoshop (both Elements and it's "big-brother," Photoshop) to be easier and more powerful, when creating Titles. One would just create a New Image, with a Transparent Background, and then use the Tools in Ps, to get exactly what I want. That Image would be Saved_As a PSD, to be Imported into Premiere Elements.

If you did want to pursue the Titler/Shape Section/Line Tool, you might explore and experiment with drawing your line with the
Shape's Line Tool, applying a Style to the line, and then using Color Properties to fill in the styled-line with a solid color. Interesting effects possible.
