I'm most probably not going to do the Photoshop photography program although I'm eligible (I bought CS, CS4 and CS6, which is a lot for me, as I didn't earn anything from it, but nothing compared to others).
I also see the point you're making, but I think for now they want to satisfy the unsatisfied long-term customers that have been using Photoshop since ages that used it since 20 years or so, or even more, who upgraded nearly every version, so I guess buying some Lightroom versions and 1 year subscription are not going be anywhere near that amount.
Anyhow, what I do think is really important is that Adobe makes the package available to subscribers that don't own an original Photoshop version, like maybe 5$ more for PS+LR bundle for PS single app users or something like that

I'd even be willing to pay $19.95/month for such a bundle, since that's what I currently pay for Photoshop CC anyways. I will not be renewing my Creative Cloud subscription unless such a bundle is available. I mostly use Lightroom anyways, so it's hard to justify paying for Photoshop by itself.
