What computer operating system is your Premiere Elements 11 on? Some editions of Windows?
The best that I can determine for an error 317 is described in the following link..
Is there any indication that Premiere Elements 11 is installed on your computer at this time?
Assuming no and that your computer system meets Premiere Elements 11 System Requirements, run ccleaner (both the cleaner and registry parts).
Other typical (classical) considerations....
a. Do you have the latest version of QuickTime installed?
b. Are you attempting to run the program from a User Account with Administrative Privileges?
c. Do you have the firewalls and anti-virus disabled?
d. Is your computer connected to the Internet?
More later. Looking forward to your follow up.

When you get a chance, please let us know if your Premiere Elements 11 "317" problem was resolved.
The outcome would be of interest to all.
Often we see threads with titles which give us hope for our own problem resolutions, only to find a dangling thread.
So, any and all follow up on your issue is muchly appreciated.
