Well... the issue is that only Adobe Anywhere is DESIGNED to use a network for editing... anything else is not part of the design, so may or may not work
Copying the files to a local drive is the "usual" solution for Premiere Pro

We've got copies of PPro installed (and properly licensed) locally on all of the machines. The footage is the only thing that lives on the network.
Users all have administrative access, and, as far as I know, there isn't a firewall running on the LAN. I get that speed or general access can be a problem with networked setups. What I'm not understanding is why the MXFs and MTSs from our other cameras would work perfectly, but the C300 MXFs are 'effed right in the A. Can you please explain how permissions issues or network lag could effect the order that spanned clips are assembled in?

No... I do not work for Adobe, and I do not use a network
All I know is in the saved links that I posted... until Adobe Anywhere, no version of Premiere was DESIGNED to work over a network
That means that the program may not work at all, or may partially work... it would seem you fall in the "partially work" area

At this point, I recommend that you file a bug report: http://www.adobe.com/go/wish
I will also let the engineering team know about the issue and hopefully we'll see a fix or a workaround at a minimum.
