    How to create rainbow colour blur?

          Hello, It seems that each channel has been displaced/moved  with different settings.

          I would flatten a copy of your image, using CTRL+ALT+Shift+E. then go to the channels, target them one by one, and move them differently using for instance Liquify, etc. (you can also use the blurs, and move each channel slightly.

          You can also duplicate the image, convert to CYMK, then do it on each channel, to get different results.

           

          If you want to play with a filter/tool that does not work on a channel, create another merged copy, apply for instance puppet warp, then, right-click on the layer in the layers panel, select blending options, and uncheck some of the channels under "advanced blending", then use the blending modes to taste.
