There have been changes, which not everyone agrees are for the better, in the Crop Tool. At the very least they take some re-learning before one gets used to how they work.
Chances are, the Crop Tool is changing your ppi value so that the result of the crop is coming out 36 x 24 because you don't have the size values set properly in the Options Bar fields. Can you take a screenshot of the settings you have there while the Crop Tool is selected?
These values, for example, could yield the result you want...

Keep in mind one other thing: Your image won't be resampled to a particular ppi resolution if you leave the res field blank, and just put in 18.5 in and 12.5 in.
