That looks like the Keyframe "Previous," "New" and "Next" selection. It does not look like a FFW selection, but maybe I just do not know the NLE, from which you did the screen-cap?
It's from Sony Vegas and this is a zipper.

You're looking for jog/shuttle controls. They used to be there in Premiere Pro. Those were removed in Premiere Pro CS6. CS5.5 and earlier have the jog/shuttle controls. JKL controls mimic the behavior of jog/shuttle. When learning NLEs over a decade ago, I was instructed to always use JKL and avoid the jog/shuttle controls, as JKL is faster and more nimble. Why "J,K,L" use is better? It is not.
For example, we have to tap "L" 4x times to 4x speed. And this is a MAXIMUM.
But if we have jog/shuttle we can do moore speed. We hold jog/shuttle/zipper and we can move it as long to the right. And maximum speed will be faster.
(or if a maximum speed also in case jog/shuttle is 4x).
There is no faster settings for this? For example: tap 8x times "L" to get 8x speed?
I'm not going to get into whether JKL is better than the old jog shuttle. That's a matter of personal opinion.
What I can contribute to the discussion is that soon you'll have your wish of faster JKL scrubbing: "faster maximum JKL speeds (up to 32x)."
