With the recent Adobe Security Alert, that has been happening to me. For me, it seems to have settled down to "normal".
When the problem was at its peak for me, I often got around it by going to http://www.adobe.com and using the Support Link/Forums to sign in. That worked most of the time. The other remedy was stick-to-it-tiveness.
Or, if you subscribe to getting email notification for thread that you are involved in, you might use those emails to gain access to the Adobe Forums.
Please read the details about the Adobe Security Alert and changing the password the goes with your Adobe ID. I see that John T. Smith has posted some information on that.

Everything here is going OK, except for this afternoon about 3 pm when trying to access Adobe Forums was greeted by forums not available type of message. It cleared in several minutes. So, for me, back to "normal".

What does closing the webpage accomplish for you? Are you implying that closing and opening the webpage triggered the Sign In to work for you?
