It sounds like it would need to be scripted. You could script it yourself, or request help in the InDesign Scripting forum.

Or place a number list as a text file, or if all the prefix numbers need to be the same, add a section prefix and a second frame with the prefix and page marker characters.
This works, but each text frame needs to me active on the page. Not protect on a master.
On the right hand page, put a text frame with a paragraph return.
Set this paragraph return for a numbered list starting at 1 or whatever number you want.
Choose Type > Bullets and Numbered Lists> Define
Define a List that has Continued across stories. Close.
Apply Numbering to the empty paragraph. Apply the list you created.
As I said, the numbered list will number all the pages, but only if you override the master element.
I was playing with lists before I posted, and couldn't get it to work at all with a master frame -- overriding for me was disconnecting from the master flow so the list restarted on each page, and I couldn't find a way to set a start number AND have it continue from previous, but I probably missed something because I just don't do much with numbered lists.
Can you elaborate?
