Perhaps the most straightforward and reliable way to scan things into Photoshop is to run the scanner's own software, set up and scan your image into a TIFF file, and save it on your disk somewhere (e.g., a transfer folder you have set up for this task). Then just open the TIFF file from your disk into Photoshop.
Photoshop does provide some ability to scan images in directly, which can save you a few steps, through the File - Import function. Depending on your hardware and drivers you may find your scanner listed there (e.g., mine is available via File - Import - WIA Support...).
