You have to provide info about your video files. It could simply be one of those "crooked" non-standards-compliant H.264 "flavors" that many digital cameras produce, you could have chosen bad recording settings or the file be "polluted" with metadata, additional audio tracks and so on. that and of course the file's data structures could actually be damaged liek the clip being incomplete...
I am experiencing the same issue with .avi files from a Nikon D3s.
The box comes up with the message repeatedly and I have to force quit CC.
It is on Mavericks 10.9, MBPretina 16 GB RAM, SSD.
Furthermore, an unedited avi file exported as mpeg4 was unreadable when it was ftp,ed to my agency.
this issue is live with customer technical support in UK it has been lifted to their senior support (I am still awaiting contact) also it is with Photoshop.com support. There is a glitch since if you uninstall PS CC then reinstall - it works fine but as soon as you update CC the problem returns. I am told by Adobe that it is too complicated for them to provide the latest iteration of CC when reinstalling so it does require going for the update after reinstalling.
As an aside the video clips work fine in both iMovie11 and the latest version.
By the way this problem occurs with both mountain lion and mavericks OS
I too am having the same issue. PC/WIN7PRO/64-BIT/CC. When I open the same movie file in CS6 (PC/WIN7PRO/64-BIT/CS6) it works just fine.... any updates on this problem?
There is a temporary fix (Jeff Tranberry of Adobe) its late in UK if i get the chance I will mail you the procedure.

I am able to reproduce with the info I gained from doing some remote troubleshooting with Welsh Wizard.
Workaround for program error splitting a clip is to go to Preferences>Plug-ins... and make sure "Enable Generator" is unchecked and
If you installed Edge Reflow, you will also need to disable the "Generator" folder in the Photoshop>Plug-ins folder by putting a til
de in front of the folders name. (e.g. ~Generator ) and restart Photoshop.
