I finished Editing a Video 1920 by 1080. I would like to Burn It to a Regular D.V.D.
Inside Export Setting what format is the Best for Regular D.V.D ?
Is there a setting to Burn To D.V.D Directly In Premiere Pro ?
Also, for Exporting to play for computer to a Highest Quality 1920 by 1080 what format Is the Best ?

Export from PPro as Widescreen MPEG2-DVD and use the 2 files (audio and video) to author your DVD in Encore
The bottom of message #3 in the above link has information on how to use Encore
You cannot burn in Premiere.
You can use Dynamic link to Send to Encore that is if you are using PP CS6.
Best export setting for DVD is mpeg2-dvd. Just pick a preset and tweak the parameters a bit.
For PC H.264 pick a HDTV preset which will give you a mp4.
