Project files are .prel files. Are these the files you are trying to open with Premiere Elements -- and were they created by version 11?
Media files (DV-AVIs, MPEGs, M2TSs) are added to a Premiere Elements project using Add Media. They are not opened by Premiere Elements. Are you using Add Media to add your video files to your project?
Yes, created by PE 11.
When PE 11 is open I use the add media button. It cannot see the .dv file.
Along with Premiere Elements 11 on Windows 7 (presumed 64 bit), do you have the latest version of QuickTime installed? Are you running Premiere Elements 11 as Run As Administrator or from a User Account with Administrative Privileges?
Can you open a new project?
When you rebuilt your Window 7, did the source media that went into the existing projects remain in the same save locations with the same file names as before the rebuild?
How are you opening these project.prel files that I am understanding that you created in version 11 before the Windows 7 rebuild?
What is the nature of these "raw DV files" to which you refer? Are these DV AVI standard or widescreen files from a capture firewire into the Premiere Elements Capture Window?
Let us start here and then we can decide what next.
