Please take a look at the following older Premiere Elements 11 thread on this type of error, especially toward the end where you
start to see "Fixed". See if any of those contributions work for you.

But, I would refer you to the typical drill...
a. Do you have latest version of QuickTime installed on your computer with Premiere Elements
b. Are you running Premiere Elements 11 as Run as Administrator or from a User Account with Administrative Privileges?
c. Have you run the cclean (regular and registry cleaner components)

If it does fix it for you, this is another case of missing Windows runtime files. Am still wondering who deletes them in the first place. no answer yet on that one.
The error usually comes up if the Microsoft Visual C++ Redistributable dll gets corrupted.
Please download the dll files from the following location (in solution 1) : http://helpx.adobe.com/lightroom/kb/error-unable-start-correctly-0xc00 007b.html
and Extract the package contents to the following location: C:\Program Files\Adobe\Adobe Premier Elements\
If this does not work then you can follow the steps mentioned in Solution 2 of the above mentioned KB.

That seems to be a Lightroom troubleshooting document. Applicable to Premiere Elements 11 as well?
Has the Lightroom fix remedied users problems with the same syndrome but not this error message, or does the error message have to be present to indicate use of this .dll?
