Also strangely, once I switched to "Consolidate All to Tabs", the setting of that option is not persistent (it reverts over and over again to "Float all Windows" (even though "Layout" (n the bottom horizontal row of the Editor) suggest, that this is the "default"). Is that "normal"?
Yes that's normal. You can completely turn off 'floating' in Edit> Preferences> General if you don't like it. But then you'll need to use Window> Images> Tile if you want to see more than one image at a time in your workspace.

Neale1) Neale, Thank You very much for your answer. Its good to have learned, that the reason of that strange behavior is not something that i did wrong.
2) But it is really quite a strange behavior, that should in principle get fixed in the next PSE version - unless somebody else sees a good reason for not changing it.
3) Also, I believe that the fact, that the focus does not change automatically back to the Organizer (when the last image that was open in the Editor gets closed) should get fixed in the next PSE Version.
4) Thank You very much for the hint to turn off "floating" in the preferences of the Editor. This hint has been useful to me.
I should hoewever say, that once item 3) above will be fixed (in V13?), myself will prefer the "Float All in Windows Option" (because the X-icon located at the left upper corner of the Window that I "click on* to close the Editing is always located at the same place: in the right upper corner. I do not need to search visually for the slightly highligted entry in the consoldiated Tabs.).
But of course, I can live well without a Fix for item 3) above. I will just use turn off, as you recommend, the floating option in Preferences.
Thanks again
