Stops working in windows 8

online troubleshooter shows it as enabled & not installed. I try to install & it then says it is already installed. I keep getting bounced back through the same help pages. How do I fix?

I do not understand that; if it's not installed, it cannot possibly be enabled.

Make sure ActiveX Filtering is disabled.
