Note: I just exported about 5min around the 80% mark of the timeline and it created the mpeg2 without problem.

Are you using single or two pass encoding? If you are using two pass the 80% encoding point will not be 80% through the video ( I think it would be 60%, but I might not be right!)
I'm actually using single pass but thanks for the consideration.

I found a solution to export an hour long doc that worked with Premier CC,
File > Project Settings > General > Renderer
The Renderer is set to default as: Mercury Playback Engine GPU Acceleration (Open CL)
Change this to: Mercury Playback Engine Software Only
After weeks of exports failing at 80% changing this setting worked and it spit my MPEG2 file out in no time.
