There is nothing special that you need to do to have multiple subreports in a report.
If you move the problem subreport to a different footer (e.g. page footer) does it begin to show up?

I tried to create a brand new report then I am able to insert more than sub reports,
it seems that once the report saved then I can not insert any new subreport to the report for some reason.
If it is not normal behavior of Report Builder then what I need check for this?

This is definitely not normal.
Try uninstalling the Report Builder and then re-install it.
If the problem persists then report the problem to Adobe.

I created a brand new report then I can insert more than one subreport, but I put the sub report on the column header, but the sub report needs reserve space which does not work if sub report get from data source which row count changes,
For example, some time the data source returns 10 rows some time 5 rows then I have to reserve maximum records for the report.
