What happens if you import the video from a hard drive save location instead of the Elements Organizer?

But, that is getting ahead of the story, lots of missing details. Nonetheless, the answer to my lead in question is important.

          1. What version of Premiere Elements are you using and on what computer operating system is it running?

          2. What are the video and audio properties of these files...video and audio compression, frame size, frame rate, file extension, pixel aspect ratio, duration, etc.?

          3. What are you or the project setting as the project preset for this import so that the properties of the import match those of the project preset?

Is the issue that you are presenting

          a. It worked before but not now

          b. It never worked before.

          4. What went missing in the transfer of the video from the Elements Organizer to the Premiere Elements workspace?

          a. the whole file was cut from 9 minutes to less than 2

          b. just the video was affected or just the audio was affected?

Let us start here and then decide what needs to be done.
