ENABLE       COMPATABILITY VIEW    ...........!!!!!!      it solved my issue , after all the hastle  disablableing other security features  to no avail

After having the same problem, and trying to solve it all week, including "enable compatibility view," I downloaded Firefox, downloaded the latest Flash version on that browser, and no longer had a problem.  Took less than 5 min.  I'm staying away from IE for a while.  Sites like Adobe and Facebook don't seem up to speed running IE 11 and Windows 8.1

Enabling Compatibility view SOLVES this.

I tested it with WIn 8 and Win 8.1 to confirm it.

It's in the code on the Adobe page. It doesn't recognize IE11 yet. They're working on it.
