Creative Cloud high cpu again following Windows 8.1 upgrade

I had 'repaired' this in the past by using the workaround of stopping Creative Cloud, then renaming or removing the C:\Users\[yourusername]\AppData\Local\Adobe\OOBE\opm.db file, then restarting Creative Cloud. Redoing it would bring back a fix whenever CC decided it wanted to waste resources again.

After upgrading to Windows 8.1 Pro, though, this move did not prevent CC from running up cpu forever on Adobe CEF Helper processes. Beside being annoying, this would greatly slow down backups, as well as affect background malware scans.

I noticed that there was a superfluity of .prefs files in the OOBE folder, so tried stopping CC, renaming the entire OOBE folder, and starting CC again.

This workaround succeeded, as CC created a new OOBE folder without duplicate prefs, and no longer clocked up CPU on the CEF Helper processes.

Hoping this helps someone, and very glad to have taken the last upgrade to perpetual license CS6. Perhaps I have a pretty good idea what Adobe may have been thinking, but it isn't going to work here.
