It sounds like you should be getting this information directly from your printer. There are too many variables to try to get it from ordinary InDesign users. Call them today.
I agree with Steve. I have been a typesetter for 22 years and have dealt with many printers. I have never come across such a request. This is an esoteric part of the printing industry that you should not be exposed to.
If the printer wants your business, they'd better help you quick smart!
I'll add to the consensus. Early and effective communication with the producer of your end product is paramount to any design endeavor. Cutting and folding methods and workflows can vary greatly, and there are no universal instructions. Hopefully the instructions you're following came directly from your printer; (who better to answer your questions about them?), otherwise you may have already fouled the job for their purposes; or at least wasted a chunk of time and effort.
