This feature was added in Premiere Pro CC. It is not available in earlier versions.
I was under the impression I was running CC. I know I'm paying for it every month. Do I need to update my Application Manager?
You can get CS6 both as a one time purchase, or as a subscription. Just because you're running CS6 with a Creative Cloud subscription doesn't mean you're running Premiere Pro CC, which is a new and separate version of Premiere Pro.
Yes, you should update. CC is a LOT better than CS6. But do keep CS6 around as well. You need it for Encore, and ideally you should finish current projects in the same version they were started in.

Last question on this. Should I be running a higher Mac OS to use CC. I update my laptop to MT Lion recently and just notice that the Application manager has the CC logo
and a different interface than my MacPro which is still running Snow Leopard. That interface still looks like the old version and I see no options to download CC (which I'm currently doing on my laptop). Or do I just need to download an updated version of Application Manager?
Honestly, my view is that no one anywhere should be running Mac OS. I hate that failed abortion of an operating system. So it turns out I'm unable to offer advice on which version to use for the suite because my stock answer to that question would be Windows 8.1.
Someone else will have to chime in on that question.
