Please try to sign out and sign in again from the CC applicatopn and then relaunch the product and try to import the preject again. It seems that the product is not activated.

That doc is for Premiere Pro CS6. You do need to go through nearly the same process, though.
- Choose Help > Sign Out (your Adobe ID here).
- Restart Premiere Pro
- Choose Help > Sign In
- If you still get the error, reinstall the app according to the instructions on the doc.
I understand you already tried to sign out, restart, then sign in. You might try reinstalling Premiere Pro then.

Another problem when I import .flv format not supported.
