This is just my first thought but do the values matter after you've plotted them on the chart? Would it be possible to just run a loop over all of the data before plotting that checks to see if the value > 10 and if it is then value = 10? This should get rid of the bar disappear because above your scale is at a max of 10. I'm not really 100% sure on what it is your needing to do though so just a thought.
Try setting the filterData property on the series to false. By default the data is filtered so that any values outside of the range of the chart are not displayed. You may also have to change the setting of clipContent on the BarChart - by default it is true to clip the content of the series to the chart area.
