That should not happen. Do you have some keyboard handler installed or a modified key stuck on your keyboard? What you describe sounds like your Alt key is stuck. For Alt+E is Edit Shortcut and Alt+W is the Window shortcut. Look on your menu bar do you see under lines unde the menu items. If so Alt is active. Perhaps sticky is enabled...
Alt also seem to be a toggle in PS on the menu bar
If not try resetting your Photoshop preferences. You should not even be able to reassign a short cut key like E.

Oh. Well, I'm using eyedropper all the time, so I'm pressing alt, might be the case that sometimes I try to switch to eraser before key release action is detected. Well, I will pay more attention to this now, thanks!
PS. Or perhaps there's some way to rebind either quick eyedropper to something else than alt or disable Photoshop activating menu bar when alt is pressed?

I don't think I have a stuck alt and sticky keys is not active, I have just noticed that alt appears to toggle the menu bar, this never used to happen before CC I'm sure, I've been working the same way since CS and now that way seems broken.
Is there a toggle option in the Photoshop settings?
